WELCOME MESSAGE

Greetings of peace!

Presenting herewith the 2018 State of Barangay Report which consist of the following performance of Barangay ­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­District1 in relation to the five (5) performance areas namely: Governance; Administration; Social Services; Economic Development and Environmental Management.

This report shall serve as the basis in the formulation of programs, projects and activities that are responsive to the needs of our constituents.  It will serve as reference in crafting the Barangay Agenda as embodied in the Barangay Development Plan.

This report also aims to strengthen the partnership of the Barangay with the higher Local Government Units (LGUs), National Government Agencies (NGAs), Non-Governmental Organizations (NGOs) and stakeholders as it presents a vivid picture of the development condition of the barangay. Above all, it aims to increase awareness of the residents on the state of the barangay, so that they become more involved and participative in barangay affairs.

Lastly, on behalf of the officialdom of our barangay, may I  congratulate  and thank the Department of Interior and Local Government (DILG) in coming up with the  Barangay Performance Management System (BGPMS) which will pave the way for the establishment of the state of governance of the barangay.

HISTORY

Barangay District-1 is situated at the heart of Cauayan City, Isabela. The name Cauayan means “Bamboo” in the Gaddang dialect of the town, how the place got its name told vaguely by the natives in the tales about how early Spaniards, who reached the place, found abundantly growing grooves of bamboos along the creeks Balod, Sipat, Marabulig, in whose fertile banks a few families inhabited.

            No official record remains today in the municipality to establish the early history of the place. If there were, these could have been lost during World War II, when all records and papers kept in the municipal building and catholic rectory were bombed and burned. However, bits of information gathered from the archives kept at the national historical institute revealed of the data and information of its founding date.

            Vague and little information has been gathered from living descendants of the early inhabitants of the place. It was supposed to have been inhabited by a few families. Three of these early natives were. Enrique Baligod, Sebastian Canciller, and Salvador Macaballog. Baligod was head of the group of the early settlers.

            During those years, the pueblo served as a place for social interaction, which proved manageable given a small community. However, in 1945, the population increased so fast that community officials could not administer thoroughly. The period involved was just after the liberation of the country after the war.

            In 1956, under the administration of Mayor Tranquilino Dalupang, the municipality Pueblo Centro was divided into tree (3) districts. This was made purposely to meet the demands of the increasing population. Hence, District-1 was among the 3 created Districts Barangay District-1 early settler believed that District-1 came from the word “Barangay Natividad” in honor to Madam Natividad De Guzman Dy. Through the years it has been known to be “Barangay District-1”. Its original leaders held the position of tiniente Del barrio, first of whom was Juan FaBrao and succeed by appointed Tenientes Del Barrio- Restituto delmendo and Mario Ebora.

With the passing of the Local Government Code of 1991, the first elected Barangay captain was Jacinto Pamittan, who was served in 1970 to 1980, succeeded by _______________, in _____________, Sixto Dalog in 1986 to 1988, Faustino “Bogie” G. Dy, III in 1989 to 1991, Sixto Dalog in 1992 to 1994, Renato A. Santos, Sr. in 1994 to 1997, Reynaldo Q. Uy, Sr. in 1997 to 2004, Justino Dalog,in 2004 to 2009 and at present leader Hon. Esteban Q. Uy, Jr. in 2009 to 2010 Law of Succession by Justino Dalog and elected on October 2010 as Punong Barangay up present.
